I have been an independent labor and employment law
arbitrator since 2001. I accept cases jointly from parties
to a dispute, from state and federal courts, and from
independent appointing authorities such as the Federal
Mediation and Conciliation Service and the American
Arbitration Association. I also serve on arbitration panels
established under collective bargaining agreements. Prior to
becoming an arbitrator I was employed for almost thirty
years as both an advocate and a neutral. Throughout much of
that period I was employed at the executive level in federal
agencies.
I have extensive experience under both public and private
sector labor and employment laws including the National
Labor Relations Act, Title VII of the Civil Rights Act of
1974, the Fair Labor Standards Act, the Age Discrimination
in Employment Act, the federal Rehabilitation Act, and the
federal Civil Service Reform Act. As an arbitrator I have
handled cases in the private sector, as well as in all
levels of the public sector. I have also mediated disputes
and have extensive experience in fact-finding and interest
arbitration.
